Summary

Built in 1907 on what used to be the site of Oakland’s original Chinatown (until most of the residents were relocated in the late 1800s), the century-old San Pablo Hotel originally was known as the Hotel Arcade. In the 1930s, the Hotel Arcade was one of the nicest hotels in Oakland in which black Americans were welcome. Over the next several decades, though, the hotel and the surrounding area suffered a decline. The Hotel San Pablo was site of repeated police raids and was rundown by the time of the 1989 Loma Prieta earthquake. After the earthquake, the building was boarded up and its residents relocated. Renovation by a non-profit, Housing for Independent People (HIP), stalled in the early 90s due to lack of funds, so Eden Housing and EBALDC stepped in to complete the remaining 15% of rehabilitation work.

In 1996, the San Pablo re-opened as a senior residential community with 144 single rooms (shared baths, with a few private baths) for persons aged 55 years or more. Center for Elders Independence (CEI), which occupies part of the first floor and the mezzanine, provides services to frail elderly adults, and LifeSTEPS provides resident services to all tenants. There is front desk coverage 24-hours a day. The expansive lobby area provides a community space for residents to watch television, meet with friends, or play piano.
