How to Apply for Housing at EBALDC

EBALDC provides quality, affordable housing for low-income households that meet applicable eligibility requirements. We do not provide emergency shelter or transitional housing. Most of the units are not rent-subsidized; although households must meet certain income restrictions, the rent is a set amount and not determined by a household’s income.

If we are unable to accommodate your housing needs, then we recommend calling 2-1-1 for referrals to other housing sources. (2-1-1 is also a source of referrals to community agencies and can assist in identifying a range of social services.)

Open Waiting Lists

The following EBALDC properties are now accepting applications for their waiting lists. There may or may not be an apartment available at this time. If eligible, applicants will be added to a waiting list. Processing of the waiting list is on a first come, first served basis, and we cannot predict the length of time before an applicant's name is reached.

If the waitlist for a particular property is open, then applications are available by download on this site, from the EBALDC main office, or from the property's management office during the hours indicated below. For more information about each property, click the name of the property below.

The San Pablo

Madrone Hotel

Eligibility Requirements

  • One application per household.
  • Household must meet occupancy and income requirements (see below).
  • Households composed entirely of full-time students are not permitted under the Tax Credit program, unless one of four exceptions applies.
  • Felony conviction for drug-related or violent crime is grounds for rejection, as is a history of eviction within the past three years.
  • All household members’ income and assets will be verified, as will other information relevant to determining eligibility. Misrepresentation of information is grounds for rejection.

Minimum Income

Monthly household income must be at least double the monthly rent, unless applicant/resident has a Section 8 voucher or equivalent. A security deposit equal to one month's rent is required.

Maximum Income Limits

Annual household income must be below the appropriate income limit, according to household size and the designated restriction for the apartment. Each property might have several different unit types; please contact the site for the specific income limits. Note: Income limits subject to change annually. Table below is for reference only, and does not include every AMI limit applicable to EBALDC properties; some sites have additional AMI limits.
