Waiting List Open For Select Properties

The following EBALDC properties are accepting applications for placement onto their waiting list (select the property link for more information and to print an application).

  • Avalon Senior Housing (must be 62+ years and older)
  • Madrone Hotel (Single Room Occupancy – SRO)
  • San Pablo Hotel (Single Room Occupancy for seniors 55+years and older)
  • EBALDC is not accepting applications for other property’s waiting lists or for the Project-Based Section 8 waiting list. Please check this page periodically to see which properties are accepting waiting list applications.

    How to Apply for Housing at an EBALDC Community

    A waiting list of applicants for each property is kept and vacancies are filled with applicants from this list. Persons interested in living at an EBALDC community must apply to be on this waiting list.

    Verifying the Status of Your Application

    Because of the number of persons we serve, we will not send you a confirmation that you have been placed on the waiting list. If you submitted a waiting list application , you may call 510-287-5353 x357 to verify that you have qualified to be placed onto a property’s waiting list. Note that it can take 6-8 weeks from when you submitted your application to process it for placement onto the waiting list. Please do not call before 6 weeks of your submission date to verify the status of your application. Your patience and understanding are appreciated.

    Your Place or Number on the Waiting List

    Your application is date-stamped upon receipt and, if qualified, placed onto the waiting list in the order it was received. That date is your place on the waiting list. Beyond this date, we cannot provide you with your place or number on the list. We also cannot predict the length of time before your name is reached. The wait can range from a few weeks to two (2) years and varies by property and unit size/type.

    The Applicant’s Responsibilities to Update EBALDC and Respond to Inquiries

    Once you are placed on a property’s waiting list, you must:
    1. Update EBALDC at Attn: Application Updates, EBALDC, 310-8th Street, Suite 200, Oakland, CA 94607 or by calling (510) 287-5353 if
      • Your contact information changes;
      • Your income changes;
      • Your household size changes;
      • You require a different sized unit than for what you applied;
      • You begin to receive a Section 8 voucher or a similar subsidy; and/or
      • You wish to be removed from a property’s waiting list.**
      **Note that you cannot request to be placed onto a new property’s waiting list without submitting a new application during an open waiting list period.

    2. Respond to any letters and/or calls from EBALDC or its individual property managers in a timely manner;
      • You will be contacted by phone and/or in writing when a property manager wants to interview you for a vacant unit and when EBALDC and its properties update and purge the waiting list. If you do not respond within the stated deadline, your name will be removed from the waiting list and your file will be permanently closed.
      • Once removed from the waiting list you will have to wait for another open waiting list period and re-apply to be added again to the waiting list.
    It is important that you update EBALDC with the above information and/or respond to any of EBALDC or its property’s requests. Not doing so may negatively affect your chances of being kept on the waiting list and/or contacted and offered the opportunity to interview for a vacant unit.

    The Process of Becoming an EBALDC Resident

    Once you have turned in a completed application by the deadline, the remaining steps to qualify and become an EBALDC resident generally follow this order:

    1. Your application is pre-screened;
      • If your application is denied, you may submit an appeal;
      • If your application passes the pre-screening, your name is put on the waiting list(s) in the order it was received.
    2. Over time, your name reaches the top of the list (see “Your Place or Number on the Waiting List” for more information) and you are contacted by property staff when a unit is soon to be vacant;
    3. Your household interviews with the property manager and provides more information;
    4. Management verifies the information on your applications and gathers documents needed to determine your eligibility;
      • If your household qualifies, you are offered housing;
      • If your household is denied, you may appeal the decision.
      If EBALDC or one of its property managers or staff contacts you, it is important that you respond promptly in the manner requested or it may negatively affect your placement on the waiting list and/or the opportunity to interview and become an EBALDC resident.

    The Denial and Appeal Process

    If your application is rejected, then a denial letter specifying the reason(s) for the denial will be mailed. This letter will include instructions on how to appeal the decision on your application. The notice will include your right to request reasonable accommodation for a disability. You will have 14 days from the date of the letter to submit a written response and supporting documents or to request a meeting or by calling (510) 287-5353. If you do not respond within 14 days, the file will be permanently closed. Applicants rejected due to information obtained from the credit / background check will be notified per the requirements of the Fair Credit Reporting Act.

    Minimum Income Requirments

    • Fixed Income (social security, pension): At least 1.6 times the monthly rent.
    • Other Income: At least 2 times the monthly rent.
    • There is no minimum income requirement for households with Section 8 assistance or similar subsidy.
    • Exceptions to the minimum income requirement may be made on a case by case basis.

    Maximum Income Limits
    Annual household income must be below the appropriate income limit, according to household size and the designated restriction for the apartment. Each property might have several different unit types and applicable Area Median Income (AMI) limits. Note: Income limits subject to change annually.
